Opportunity Zones: What is the role of a civil engineer & surveyor?

It has been a few years since the State of New Jersey introduced the “Opportunity Zones Program” as part of the Tax Cuts and Jobs Act. The intention: To encourage economic development and investment in low income, economically distressed communities through the use of capital gains tax incentives.
