Volunteers of America Delaware Valley (VOADV), a community-based organization assisting populations in need, engaged Stout and Caldwell to provide various environmental services to support its redevelopment of the former Nelson Brittin Army Reserve Center in Pennsauken, NJ. Specifically, the project included preparation of a Phase I Environmental Site Assessment (ESA), which identified several Areas of Concern (AOCs) associated with the property’s former use. Stout & Caldwell employed a multi-disciplined Environmental Site Investigation (SI) to encompass the collection and laboratory analysis of soil and groundwater samples, installation of groundwater monitoring wells, survey and sample collection of suspect asbestos containing building material and oversight of potentially hazardous material. The firm was also responsible for presenting a comprehensive Environmental Impact Statement (EIS) required for the Pennsauken Township Land Use Redevelopment Application. Once completed, the VOADV project proposes to include a total of 66 residential units in ten (10) “garden style” apartment buildings plus a new 3,010 square foot community center building and boulevard style driveway from Federal Street and access roadway that circulates through the property will complete the development.
